Randolph’s professional qualifications include an LLB from the University of Sheffield, England, BSc (Economics, Business & Finance) from the University of London, LPC from the University of Westminster and a Master of Laws in Computer & Communications law from Queen Mary and Westfield College, University of London.

Randolph’s interest in technology driven innovation was inspired during his time serving the world’s leading agile enterprise software consultancy – Thoughtworks (www.thoughtworks.com). Extensively trained in the business strategies and project management methodologies employed by the leaders of the world’s IT industries, Randolph has served as consultant on a number of fortune 500 client projects around the world including India, Canada, Europe and the USA.

Randolph’s legal practice was initially developed in London, England and he also has litigation experience having been involved with proceedings from the County Court to the Privy Council. Since his return to Jamaica in 2011, Randolph advises and represents a number of high profile individuals, families and market leading companies and is recognised in particular for his expertise in matters involving technology, onshore & offshore commercial transactions and corporate structuring. Andrea Scarlett-Lozer

Andrea is a commercial attorney with a knack for handling large complex commercial transactions
and an eye for details. Prior to joining Levy|Cheeks in August, 2017, Andrea was a Partner at Myers,
Fletcher & Gordon where she practiced for 13 years. In her commercial law practice, Andrea has
particular expertise in: Project Finance, Mergers and Acquisitions, Renewable Energy and
Commercial Leases.

In the area of Project Finance, Andrea recently acted in the award-winning North American Port Deal of the Year. She was the lead attorney for a group of international lenders, including the Inter- American Development Bank, PROPARCO and other development finance institutions who provided funding of US$265,000,000 to Kingston Freeport Terminal Limited to expand, upgrade and operate the Kingston Container Terminal. Andrea was also lead counsel for BMR Jamaica Wind Limited’s loan of US$62,500,000 from the Inter-American Development Bank and Overseas Private Investment Corporation.

Andrea has developed expertise in Renewable Energy, having acted as lead attorney in two of the island’s three private sector renewable energy Independent Power Producer projects to date. She has also advised clients on issues related to the regulatory framework for renewable energy, electricity generation and distribution generally. Andrea also serves as a member of the Private Sector Organisation of Jamaica Energy & Environment Committee.

Her repertoire of transactional experience also includes acting as counsel in the sale of a major local bank, the government’s divestiture of its sugar assets, and sale/acquisition of interests in major manufacturing and distribution companies.

Andrea has an established Intellectual Property law practice, having handled registration matters and contentious proceedings for a large portfolio of local and multi-national companies over the years.

Andrea also actively participates in charity, legal education and professional associations, including:

  • The Jamaica Bar Association and its Intellectual Property and Commercial Law Sub- Committees;
  • The International Trade Marks Association and its Anti-Counterfeiting Committee;
  • The Norman Manley Law School as Associate Tutor of Landlord & Tenant Law;

Stacy-Ann Salmon

Stacy-Ann was admitted to the Jamaican Bar in 2012.   She obtained a Bachelor of Laws Degree with Honours from the University of the West Indies in 2010, and thereafter, her Legal Education Certificate from the Norman Manley Law School.

Stacy-Ann heads the firm’s Conveyancing and Probate Departments and has conduct of the administration and probate of estates and real estate transactions on behalf of the firm’s corporate and individual clients.  

 Prior to transitioning to private practice, Stacy-Ann worked in the public sector as an Attorney at the National Land Agency where her work spanned the vetting and approval of Strata Applications, Applications for the Subdivision of Land, Applications to Register Land, Transfers and Mortgages as well as the reviewing and drafting of Lease Agreements for crown lands, Agreements for the divestment of crown lands and Agreements for the acquisition of land under the Land Acquisition Act.

Timothy Wilson

Timothy was called to the Jamaican Bar in 1991 after graduating from the Norman Manley Law School. Timothy worked at the firm of Price Waterhouse in their corporate finance and taxation departments participating in their management of several government divestment initiatives and private sector initial public offerings, before gaining practical business experience through a range of entrepreneurial endeavors and board appointments.

Timothy has extensive experience in real estate development and conveyancing both as a legal practitioner and as a developer of residential homes and consultant to commercial developments.

Timothy completed the prescribed Real Estate Board course of study at the University of Technology and was appointed a licensed realtor in 1996, following which he attended the Mona School of Business at the University of the West Indies where he was awarded the Masters in Business Administration (MBA) degree.

Mr. Wilson is a former banker having spent four years at the Bank of Nova Scotia (Jamaica) Limited where he pursued further studies in mutual fund investing, securities trading, and worked in the wealth management / private banking division of Scotiabank.

Joneil Powell

Joneil was called to the Jamaican Bar in December 2021.
Before joining Levy|Cheeks, Joneil was a Legal Intern at the National Land Agency, working in the Adjudication Services Division, and assisted in the processing land titles for the declared areas in St. Elizabeth. As an associate at Levy Cheeks, she focuses mainly on commercial law, conveyancing and probate.

Joneil obtained her Bachelor of Laws degree from the University of the West Indies in 2016 and her Legal Education Certificate from the Norman Manley Law School in 2021. She served as a Seminar and Tutorial Group Representative in her first year of law school and was a member of several committeesand clubs as well. She was awarded the Munair Norman Hamaty and Tatiana Hamaty Memorial (Special) Bursary in 2020 in her second year at Norman Manley Law School.

Joneil taught CAPE Law for two years as well as English Language & Literature, Personal and Career Development and Entrepreneurship.

Joneil is actively involved in youth development and empowerment through several programmes. She has conducted training sessions for the Youth Service Division, for parents of children with disabilities, and has also done legal presentations for the Women’s Centre Foundation of Jamaica with the most recent one being on Child Abuse. Joneil also participated in the mentorship programme for the Women’s Centre Foundation of Jamaica from 2018-2019. She currently sits on the Steering Committee for PARI (Political Awareness and Respect Initiative) the Youth Arm of the Political Ombudsman’s Office as the Public Relations and Communications Committee Co-Chair and is a former Advisory Council Member for JYAN (Jamaica Youth Advocacy Network), a former Youth Parliamentarian and the Immediate Past Chairman of the Jamaica Baptist Union Youth Department.

Georgette attended Norman Manley Law School, where she received several awards notably the HH Dunn Memorial Prize for Outstanding Performance in Legal Drafting & Interpretation, the Norman Manley Law School Prize for Community Service, and the Hon Mr Justice James Kerr, OJ, Memorial Bursary. She also served as the Students’ Association Sports & Games Committee Chairperson 2017/18, participated in youth mentorship with the Women in Action group, and performed in SILK, the school’s annual theatrical production.

Georgette is a football enthusiast, who also enjoys volunteering, discussing technological advances and critiquing movies. She holds a Bachelor of Laws degree with First Class Honours from the University of the West Indies; and, as a Chevening Scholar, attended the University of Manchester, where she earned a Master of Laws in International Financial Law with Distinction. Georgette is currently pursuing studies in artificial intelligence and data science.

Colleen has experience in a variety of complex corporate/commercial, banking and conveyancing transactions. She has provided legal advice on a broad range of legal issues including banking and finance, employment and labour relations, real estate transactions, mergers and acquisitions and general company and corporate law.

Additionally, she has advised several financial institutions and represented them in general contract matters, securitization, mortgage transactions, debt restructuring and various real estate arrangements.

Prior to joining Levy | Cheeks, Colleen was an associate attorney with Lex Caribbean for over 3 years, having worked there as a paralegal for the preceding three (3) years. Colleen also has a very strong background in advising business clients on corporate compliance/governance matters and attending to their general corporate service needs.

Colleen holds a Bachelor of Laws degree from the University of London and a Bachelor of Science degree in Management Studies, Psychology and Human Resources Management from the University of the West Indies.
